That's right; the Ultimate Cyborg Soldier decals (and other Series 3
Cyborg Soldier decals) can be applied to a regular-sized minifig in
addition to a modified minifig wearing plate mail armor. To apply the
decal to a regular-sized fig, simply cut out the "stomach" area as shown
below:
For best results, cut out only the black area, with no colored parts
removed. Now apply the upper and lower halves together, omitting the
"stomach" area you just removed. The results should look like this:
