These guys are inspired by various Fallout New Vegas characters and NPCs. The cowgirl there is my gunslingin' Courier, wearing basic Leather Armor. All leather jackets/armor in the Fallout games are missing one sleeve, in tribute to the Mad Max films. The guy on the far right is a doctor from the Followers of the Apocalypse.
The Kings are a gang in New Vegas that all dress up like Elvis, since they're based out of an Elvis "Impersonation School." Ironically, there are no actual Elvis songs in the game - just quests named after Elvis songs. So I guess you have to add those yourself. "Bright light city gonna set my soul, gonna set my soul on fire..."

Ghouls are humans who reacted strangely to the radioactive fallout of the post-nuclear world. It transformed them into zombie-like creatures, sterile... but pretty much immortal. Many of them retain their minds, integrating with human society...
Except for the ones who don't. They become "feral" ghouls - mad killing machines that attack on sight. A few become "glowing ones" (seen on the right above), emitting radiation from their very skin and sending it out in an enormous burst on command.
